A grand jury transcript released Monday describes an Orange County jail in disarray, with deputies watching television, playing video games and taking naps while inmates were allowed to use brutality and intimidation to keep order in the cellblocks.
I am beginning to sound like the proverbial broken record. The litany of documented abuses in prisons and jails around the country suggest a pattern of neglect, incompetence, and indifference. The U.S. Justice Department is suing or investigating eleven states for conditions like those in the Orange County Jail.
I believe that we are on the verge of change - the system is near collapse due to years of underfunding and over criminalization. The conditions in Florida, California, and elsewhere are an engraved invitation to the federal courts to get back to the business of managing prisons and jails.
